ahahahahahaha nah i dont think so, my cousin had a cockatiel a long time ago it was a WF cinnamon it was a male, he wouldnt whistle or talk or do anything he was a lazy tiel who loved to eat like crazy and get scritches , you wouldnt hear a peep out of him
