if he is starting to mimic things, its very very likely he is male, next to guaranteed. SOME rare females sing. but its very rare

Yep. He is. I'm not sure exactly what he's trying to say. He's either making up some tunes that I haven't heard before, but he has, so he's trying to mimic them, or he's trying to mimic me saying "tickletickletickle" or "pretty bird". lol But yeah, he's whistling tiny things. Not completely like the other tiel we have, who can do the wolf whistle.

then yes, he IS a boy. females are not known to talk, whistle some of them yes but not talk. its probably one in a million that females will talk like males do, so your bird is a boy

I do know this , patches on the feet means pied, i have 2 pied birds and they both have these spots when the rest dont
Yet i could be wrong im terrible at figuring out the exact mutation lol

also means split pied, which is mousie's case here. dally has patched feet herself

if they dont have any pied wing or tail feathers, they are split pied.
signs of being split pied (not all birds show all signs, some only show one or two):
striped beak, pink beak white/yellow feathers on body but not on flight feathers (usually these are found on the back of the head) patched feet pink toenails white streaks in feathers (not common) in lutinos, the eye will be blue or green or grey instead of red, the eye flash will be jellybean pink
